If you wish to publish issues of news, this commercially licensed component could be what you're looking for.

This component allows you to have several "front pages" throughout your site. This means that beyond the traditional singular Joomla! "front page", you can have any number of them sort of anywhere. For these pages, you choose which articles you wish to have where and you choose which additional styles you would like to use. This is managed in a "magazine" context meaning that you decide that this section is "Magazine A" and then you generate single page "issues" of it. Notably back issues remain accessible if you which them to be.

It is a commercial license but I found it worth the price for my Created Expression site. Many of the section "front pages" are generated through this component. If I could only choose one of iJoomla'a magazine or iJoomla's sidebars, I would choose the latter. I would though have a tough time managing my layout without either.
