This is definitely the best commenting system I've found for Joomla!.

This commenting system lets you choose whether to allow comments everywhere, on specific sections or only within articles of your choosing. There are several templates that come with the installation but maybe the best part is that they are quickly changeable to reflect your own site style. This component is all set to go in several different languages.
